PAT Testing (Portable Appliance Testing) is now available from My Plumber.
Why test portable appliances?
According to the Health and Safety Executive 25% of reportable electrical accidents involve portable appliances. Each year about 1000 accidents at work involving electric shock or burns are reported to the Health and Safety Executive with about 15 of these being fatal.
Employers, employees and self-employed persons have a legal responsibility to comply with the provisions of the Electricity at Work Regulations and take reasonably practicable steps to ensure that no danger results from the use of such equipment. This means that there is a requirement to implement systematic and regular maintenance, inspection and testing. The extent of inspection and testing required will depend on the risk of the appliance becoming faulty, which is dependant upon the type of appliance, the nature of its use and the environment in which it is used. The IEE (The Institution of Electrical Engineers) has guidelines for the frequency of testing in their "Code of Practice for In-service Inspection and Testing of Electrical Equipment". The majority of insurance companies now make testing a stipulation of insurance cover.
The specific legislation relevant to electrical maintenance includes:
Health & Safety at Work Act 1974
Management of Health & Safety at Work Regulations 1999
Electricity at Work Regulations 1989
Workplace (Health, Safety and Welfare) Regulations 1992
Provision and Use of Work Equipment Regulations 1998.
What does the PAT test include?
- Formal visual inspection with written report
- Appliance register
- All required tests
- Pass / fail labels
- Certificate of testing
- Fuse replacement (if incorrectly rated in appliance)
Price per appliance (detachable mains leads and extension cords are separate appliances). An appliance is essentially anything with a plug on the end of it.
Example of an office desk set up - 1 standard computer with monitor, an extension lead, a phone charger, a pda charger, 1 fan or heater.
So the total number of tests would be 1 computer, 1 monitor, 2 detachable mains leads, 1 extension lead, 1 phone charger, 1 pda charger, 1 fan/heater. 8 tests in total separately labelled tested.
20 appliances should be able to be tested on average per hour (in an office environment)
